The City of Kouvola strives to ensure the accessibility of its websites in accordance with the Act 306/2019 on the Provision of Digital Services (Finlex). This accessibility statement applies to the kouvolanturvallisuus.fi website.

Accessibility status

The digital service partially meets the requirements of the of the Act on the provision of digital services 306/2019. Non-compliances and exceptions to the requirements are described below.

Non-accessible content

The content listed below is not accessible for the following reasons:

  • Some text alternatives are missing or are deficient. Some of the images and icons on the site lack an appropriate text alternative. For example, the website logo does not contain information about which website the user is on. In addition, some social media share buttons are missing a text alternative. (WCAG 1.1.1)
  • The navigation is not consistent on all pages. Some pages on the Finnish version of the site differ in structure from the rest of the site. For example, the navigation elements familiar to the user, such as a side menu or a breadcrumb navigation, are missing. (WCAG 3.2.3)
  • The contrasts between the text and the user interface elements are sometimes insufficient. In some views, the contrast between the text and the background is below the minimum required level. Examples include the hover states for some links and buttons, and the active states of links within the section navigation on sub-pages. This can make some of the content difficult to read, especially for users with low vision. (WCAG 1.4.3)
  • The indication of active links and keyboard focus is not clear enough. In some places, the site uses only colour to indicate, for example, the active page or keyboard focus. The contrast of the colours used is not always sufficiently visible against the background, and the changed state is not communicated by other visual means. (WCAG 1.4.1, 1.4.11)
  • The content does not fully adapt to a magnified view or narrow screens. In some situations, long words, especially in headings, will be clipped on narrow screens or when content is enlarged, reducing readability and usability. (WCAG 1.4.10)
  • Not all functionalities can be used with a keyboard or assistive devices. (WCAG 1.3.1, 2.1.1)
  • Focus order is not always logical. In mobile view or when zoomed in, opening the search function shifts the focus to the end of the search dialog, which makes search difficult to use for keyboard and screen reader users. (WCAG 2.4.3)
  • Dynamic changes are not communicated to assistive devices. When typing in the search box, the search results are updated automatically, but screen readers are not notified about this. (WCAG 4.1.3)
  • The programmatic structure does not accurately reflect the visual structure. Heading levels are sometimes used to create visual styles without reflecting the actual structure of the content. This makes it difficult to perceive the correct structure of some of the content, especially with a screen reader. (WCAG 1.3.1)
  • The names and states of some user interface components are not always correct. The accessible name of some buttons does not correspond to the text shown on the button, and some menus do not indicate whether the menu is open or closed. (WCAG 2.5.3, 4.1.2)
  • The purpose of some links is not consistently expressed. Some of the links open in a new tab without clearly telling the user about this in the link text or programmatically. In addition, similar icons are used with different meanings. (WCAG 2.4.4, 3.2.4)
